Oregon made whale-watching a public institution: the state parks run a Whale Watching Center right on the seawall at Depoe Bay, and a pod of gray whales lingers off the coast through summer rather than just passing through. Migration peaks bookend the year, and full-hookup sites at Beverly Beach put the rig minutes from the headlands near Newport.
