Which states are cheapest for an RV trip?

It depends on what drives your budget. New Mexico has the cheapest organized camping in the lower 48 (~$22/night). Texas and Georgia have fuel below the national average. Tennessee, North Carolina, Ohio, and Pennsylvania have free state-park day-use. Texas's 10% rental tax is the biggest single line item; California has the highest fuel.
