Utah's BLM Field Office in Moab oversees the densest concentration of named technical off-road routes in the United States. Hells Revenge, Fins & Things, Top of the World, Cliffhanger, Pritchett Canyon — every name on the Moab trail map is a real route with a published difficulty rating, real legal access, and (in many cases) historical 4WD club provenance.
Beyond Moab, the state runs a parallel set of OHV trail systems: Sand Hollow State Park (red sandstone dunes near Hurricane), San Rafael Swell BLM (the central Utah desert, less crowded), and the Paiute ATV Trail (900 miles of single-loop ATV trail in central Utah, the longest in the US).

OHV permit facts
- Utah OHV sticker: $30/year for residents, $35/year for non-residents. Issued by Utah State Parks (online or in person). Required for any OHV on BLM, USFS, or state land in Utah.
- Some BLM-specific permits (Pritchett Canyon special recreation permit, Hells Revenge motorized recreation pass) layer on top of the UT OHV sticker.
- Reciprocity: Utah honors current OHV stickers from Arizona, Colorado, Idaho, and Wyoming (so a rider from a reciprocal state does not need a UT sticker for short trips). Utah does NOT honor California or non-Western state stickers.

Yes — unless you have a current OHV sticker from Arizona, Colorado, Idaho, or Wyoming (Utah honors those four states' reciprocal stickers). The host can issue a UT sticker at pickup if you do not have one.
Which Moab trail should a first-timer do?
Fins & Things is the standard easy-intermediate (4/10) Moab introduction. Hells Revenge is intermediate-advanced (6/10) and recommended only if you have prior off-road experience. Pritchett Canyon (9/10) is expert-only.
Is the rig staged at the trailhead?
Most Moab hosts stage at the Moab Powerhouse Lane warehouse district (5-10 min drive to most trailheads). Sand Hollow hosts stage at the park entrance.
