The rules that actually apply
No boater card for paddlecraft — but the light rule is real
Florida FWC — boating ↗Florida requires no boater-education card to paddle a human-powered kayak, canoe or paddleboard. What does apply is federal and state equipment law: a wearable Coast Guard-approved life jacket for each person aboard, and paddlecraft under way between sunset and sunrise must display a white light that can be shown in time to prevent a collision. A head torch that stays in a dry bag does not satisfy that.
Manatee protection zones tighten in winter
Florida FWC — manatee ↗Seasonal manatee protection zones apply across much of the state through the cooler months, with idle-speed and slow-speed areas and, in places such as Crystal River, sanctuaries closed to all entry. Paddlecraft are not exempt from the sanctuary closures. Zones are posted on the water and mapped by the state wildlife agency — check the specific waterway rather than assuming a general rule.

- Is there a season for paddling in Florida?
- Not in the sense of the water closing. The springs are around 72°F every day of the year. What changes is comfort and risk — November to April is the dry, mild window, and June to September brings daily afternoon lightning, so local paddlers go out early and are off the water by lunch.
- Can I paddle near manatees?
- In many places yes, with distance and no pursuit; in designated sanctuaries no entry is permitted at all, and those are strictest around Crystal River in winter. The rules are posted on the water and mapped by the state wildlife agency. Treat every zone sign as binding on a kayak, not just on boats.
- Do I need a light on a rented kayak?
