Non-motorised paddlecraft are not registered here
NC Wildlife Resources Commission — boating ↗North Carolina requires registration for motorised vessels; a canoe, kayak or paddleboard with no motor falls outside it. Federal equipment law still applies — a wearable Coast Guard-approved life jacket for every person aboard, and a means of showing a white light after dark. Fit a motor and the registration requirement attaches to the hull.
Driving on the beach needs an ORV permit
National Park Service — Cape Hatteras ↗Cape Hatteras National Seashore requires an off-road vehicle permit to drive on the beach, obtained from the park with a short safety orientation, and seasonal closures protect nesting areas. If your plan is to carry gear onto the sand by vehicle rather than by hand, this is a booking to make before you arrive.
The Outer Banks have one road out
NOAA National Hurricane Center ↗NC 12 is the single highway serving the barrier islands, and it closes for overwash and storms. During hurricane season that means an evacuation order can end a trip with limited notice. Keep the booking flexible in that window and watch the National Hurricane Center rather than a general forecast.
