What black tank treatments are actually supposed to do (and what they don't)
Per the National Association of RV Parks and Campgrounds (ARVC) dump station best practices and the EPA's wastewater discharge guidelines under RCRA Subtitle D, a black tank treatment has three legitimate jobs: (1) suppress odor during the time the waste is sitting in the tank, (2) help liquefy solids so they exit more easily through the 3-inch dump valve, and (3) lubricate the rubber dump valve seal so it doesn't dry out and leak.
They do not 'dissolve' solids in the magical sense the marketing sometimes implies. The solids still have to physically leave the tank through the valve. Treatments that claim to turn everything into 'liquid' are exaggerating or relying on the fact that you added several gallons of water with the treatment.
Three broad chemistry families exist in 2026 products: formaldehyde-based (being phased out), enzyme/bacteria blends (the current 'non-toxic' mainstream), and quaternary ammonium compounds (the middle ground many brands moved to after reformulating away from formaldehyde).
- Formaldehyde: cheap, fast odor knockdown, kills bacteria (bad for downstream treatment plants), increasingly banned or restricted at municipal dump stations.
- Enzyme/bacteria: slower (24-48 h to see full effect), biodegradable, accepted at virtually every dump station, better at actual solids breakdown than odor masking.
- Quaternary ammonium: performance close to old formaldehyde formulas with fewer environmental red flags; the reformulation choice for several major brands 2023-2024.
- All of them require water. An empty or nearly empty tank + treatment = the chemistry has nothing to work in.
Why formaldehyde-based treatments are losing legality and availability
Per the International Agency for Research on Cancer (IARC) Monograph Volume 100F (2012 update still current in 2026), formaldehyde is a Group 1 known human carcinogen. The EPA has classified it as a probable human carcinogen (Group B1).
Modern municipal wastewater treatment plants rely on biological digestion — colonies of bacteria break down the organic load. Formaldehyde is toxic to those bacteria. When a dump station accepts a load of formaldehyde-treated RV waste, it can cause an upset at the treatment plant (reduced efficiency, permit violations for the plant operator).
Major systems have responded with explicit policies. Los Angeles County Sanitation, King County (Seattle area), Multnomah County (Portland), and several California and Washington counties post 'No formaldehyde RV waste accepted' at their dump stations. California, Oregon, and Washington are the most consistent enforcement zones; other states are patchier but the trend is the same.
Industry response: Thetford reformulated Aqua-Kem to a non-formaldehyde base in 2023. Camco TST original was reformulated in 2024. RVIA and ARVC have published guidance encouraging the shift away from formaldehyde.
Enzyme and bacteria products — what the data actually shows
Per published product data and independent RVIA/ARVC field notes:
Happy Camper (sodium percarbonate + non-pathogenic bacteria blend): ~$8-10 per pound, roughly 80 treatments per pound at 1 tablespoon per tank. Works in 24-48 hours. Acceptable at every dump station. Good at breaking down toilet paper and organic solids; moderate immediate odor control.
Unique RV Digest-It (liquid enzyme blend): ~$15 for a bottle that does ~30 treatments. Sequenced enzymes target cellulose (paper), proteins, and fats. Works in 24-48 hours. Widely accepted.
Walex Porta-Pak Bio and similar single-use bacteria packets: convenient, ~$1 per treatment. Drop in after dump. Good maintenance product; less dramatic on a truly neglected tank.
Reality check that marketing rarely states: enzyme/bacteria treatments are better than formaldehyde at actually reducing the solid load over time, but worse at instant 'I just dumped and it still smells like a porta-potty' odor masking on day 1. If you want the smell gone in 30 minutes for guests, the old formaldehyde formulas won on speed. For a 10-day trip where you only dump 2-3 times, the enzyme products win on solids management and legal dump-station access.
The $0.05-per-dump protocol that works for most people (when it doesn't)
Per long-term full-time RVer field reports, RVIA service bulletins, and corroboration from experienced dump station operators, a near-zero-cost protocol handles odor and solids for the majority of 1-3 week trips:
1. Never leave the tank bone-dry between uses. After every dump, add at least 2-3 gallons of fresh water (covers the bottom, keeps the sensor area wet, lubricates the valve seal).
2. Add 2 tablespoons of Dawn liquid dish soap + a small amount (¼ cup or less) of laundry water softener (Calgon or generic) per tank after the water. The soap helps break surface tension and keeps paper from sticking; the softener prevents mineral scale on sensors and valves in hard-water areas.
3. Drive normally. The sloshing motion is doing mechanical work on the solids.
4. Dump when the tank is ⅔ full or at the next convenient station — don't let it sit for weeks.
Cost: roughly $0.05 per dump cycle (Dawn and softener consumed in tiny quantities). It will not give you the instant 'new toilet' smell that a strong chemical treatment provides on day 1, but in a well-vented rig the difference is small after the first 24 hours.
When the $0 protocol loses: sustained 95°F+ weather (faster bacterial activity + faster odor generation), very hard water areas without the softener step, or if you are using household 2-ply toilet paper (it does not break down fast enough). In those conditions, spend the $0.20-0.50 on a good enzyme product.
Sensor lies and the toilet paper problem (the real maintenance issue)
Per Dometic and Lippert service bulletins, the capacitive or resistive sensors used on most RV black tanks give false 'FULL' readings when toilet paper or solids cake onto the probe area inside the tank. The tank can physically be ¼ full while the panel says 100%.
The fix that actually works: a tank wand (hose-attached spray head that goes down the toilet bowl and blasts high-pressure water against the tank walls and sensors). Run it for 5-10 minutes with the tank ~25% full, then dump. This clears the probes in one session for most rigs.
Prevention: use only RV-rated toilet paper (Scott 1-ply RV, Cottonelle Ultra RV, Camco RV Toilet Tissue). These break down 5-10× faster in the tank chemistry than household 2-ply. The $0.05 protocol above plus RV TP prevents most sensor and clog stories.
