Step 1 — Read the NOAA surf zone forecast before beach day
Each coastal Weather Forecast Office publishes a Surf Zone Forecast (SRF product). Find your beach at weather.gov by entering ZIP; the forecast is twice-daily with surf height, period, rip-risk rating, and sneaker-wave probability.

Step 2 — Check the flag color on arrival
USLA-standardized flags: green = low hazard, yellow = moderate, red = high (no swimming advised), double red = beach closed. Purple = dangerous marine life. Heed the flag — guards updated it within the hour.

Step 3 — Swim only between lifeguard flags
Yellow flag pairs mark the area lifeguards are actively watching. Swimming outside them on a guarded beach delays rescue. On unguarded beaches, do not enter alone.

Step 4 — If caught in a rip current, swim parallel
Do NOT swim against the rip; you will lose every time. Swim parallel to the beach for 50-100 yards until you exit the channel (you will feel the current release), then angle in to shore. Float and signal if you are exhausted.

Step 5 — On the Pacific coast, never turn your back on the ocean
Sneaker waves are the dominant cause of Pacific rock-and-jetty fatalities. Stay above the highest wet-stain line on rocks (the most recent wave high-water mark) and watch the horizon for incoming sets.

Step 6 — Cold water plan for any West Coast / Great Lakes immersion
Pacific and Great Lakes water is 45-65°F most of the year. Cold-water gasp reflex causes inhalation of water in the first 1-3 minutes; cold incapacitation follows in 10-30 minutes. Wear a wetsuit or PFD.

weather.gov/{office}/srf — for example weather.gov/mfr/srf for the Oregon coast. Free, updated twice daily, used by every lifeguard agency. The single highest-value 60 seconds of beach prep.
Always camp / swim at a lifeguarded beach when possible
The presence of a lifeguard reduces drowning probability by approximately 5x according to USLA data. Unguarded beaches in remote RV destinations require an experienced ocean swimmer in the party at minimum.
Carry and wear a PFD for any open-water swimming or paddling
USCG-approved Type III for adults, Type II for children. Inflatable belt-pack PFDs are unobtrusive and adult swimmers will actually wear them. The PFD that is in the basement does nothing.
Learn to recognize rip currents BEFORE the swim
Rip current visual signature — darker channel, foam carried seaward, break in breaker line. Spend 60 seconds scanning before entering. Most rip-related drownings begin with the swimmer not realizing a rip existed.
Never turn your back on the Pacific Ocean on a rocky / jetty coast

Cold-water training — practice the float-and-breathe response

Rip current panic kills more than the current does
Rips flow seaward but stop at the surf line; they do not pull you under. The lethal mechanism is exhaustion from swimming against them. Float, signal, swim parallel. The technique is counterintuitive precisely because every instinct says swim toward shore.
Cold-water gasp reflex is involuntary and almost always fatal if you cannot suppress it
Water below 60°F triggers an inhalation gasp within 2-3 seconds of immersion. The PNW / Northeast / Great Lakes coasts are below 60°F most of the year. A PFD turns this from a fatal event into a 60-second startle response.
