March through June and October through November deliver the 68-78 F days and calm conditions the guide rates best — with morning water at its flattest before afternoon wind. August is the strange month: the marine layer compresses and the county's crowds peak, while Del Mar's race meet (mid-July into September) congests I-5 near Sorrento Valley on race days — relevant if you tow north to launch. Comic-Con (typically late July) deserves its own line: every RV park in the county books about a year out, which strips the staging options boaters use, so a boat-plus-camp trip that week is a 12-month-advance operation. Santa Ana wind events add caution windows September through November.

No — SDMC §63.20.18 bans camping or sleeping in vehicles in city parks and most beach parking lots from sunset to 8 a.m., and it is enforced at Mission Bay, Mission Beach, and La Jolla Shores specifically per the city guide. The campgrounds above exist for exactly this; the $400-800 tow-and-impound alternative is not worth the experiment.
