The seasonal pattern is the planning anchor: March (Spring Break, traditionally Bay County's busiest weeks with population surging past 100,000), summer family vacation (Memorial Day - Labor Day), Thunder Beach motorcycle rally (Spring and Fall events), and the Atlantic hurricane window (Jun 1 - Nov 30 with peak risk Aug-Oct). St.
Andrews State Park (3 mi east of city center) is the canonical RV play: 176 sites with full hookups on most, Gulf-and-bay frontage, world-class snorkeling at the jetties. Florida State Parks reservation opens 11 months in advance and St. Andrews sells out within hours for any spring or summer weekend. St. Joseph Peninsula State Park (50 mi west on Cape San Blas) is the spectacular further-out alternative.
Commercial RV parks line US-98 and Front Beach Rd: Pineglen RV Park (Panama City), Lagoon RV (Panama City Beach), and Camping On the Gulf (Miramar Beach 35 mi west) handle full-hookup demand. The city's RV ordinances (Panama City Beach Code Sec. 25) prohibit overnight street parking citywide. Note: vehicle driving on Bay County beaches is prohibited (unlike Daytona, Volusia County in FL allows it) — do not attempt to drive the RV on the sand. Bay County prohibits open alcoholic-beverage containers on the beach March 1-April 30 specifically as a Spring Break management measure. Propane and diesel cluster at the Pilot/Flying J Travel Center on US-98 and Buc-ee's Daytona Beach is the closest super-station. Best season is April-May and September-October for moderate crowds and weather; avoid March if not specifically targeting Spring Break.
