The Heber Wild Horse Territory is a designated wild-horse area in the Apache-Sitgreaves National Forests of east-central Arizona, in the pine country along the Mogollon Rim near Heber-Overgaard. Free-roaming horses move through the forest and meadows of the Black Mesa Ranger District, and the cool, high-country setting is a world away from the desert herds farther south. For RV travelers it pairs forest camping with the chance to glimpse wild horses in their habitat.

Setting
Pine forest along the Mogollon Rim, near Heber-Overgaard
Appropriate management level
50–104 horses (Forest Service)
Unlike the desert herds of the Salt River, the Heber horses live in high, cool pine and meadow country along the Mogollon Rim. Horses range across the forest and are sometimes seen near forest roads, clearings and water sources, so a visit is as much about the quiet ponderosa landscape as about any guaranteed sighting.
The U.S. Forest Service manages the territory under a formal plan that sets an appropriate management level for the herd. As with all wild horses, visitors are asked to keep their distance, stay in their vehicle or on trails when horses are near, and never feed or crowd them — they are wild animals and behave unpredictably.
Apache-Sitgreaves campgrounds in the Heber-Overgaard area make a natural base for an RV trip, especially in the warm months when the rim country is pleasantly cool. Check the Forest Service for current road, campground and access conditions, and observe the horses respectfully from afar.
