Kansas Geological Survey monitoring wells in Haskell show the Ogallala Aquifer saturated thickness has dropped from a 1950s baseline of roughly 230 ft to under 130 ft in some southern-county tracts (KGS Bulletin 234 annual review) — the fastest sustained drawdown in any Kansas county, driven by 1,200+ active center-pivot irrigation circles cultivating corn, milo, and alfalfa across the 578 sq mi of flat High Plains. Saturated-thickness loss of more than half is now triggering the slow agricultural transition that Kansas State University Extension calls 'managed depletion': progressive shift to dryland farming, sorghum-over-corn rotation, and conversion of marginal pivots to native prairie restoration under the USDA CRP enrollment. The renewable-energy build-out tracks the same map — Flat Ridge Wind Farm at the western county edge runs 350+ turbines (NextEra Energy filing with the Kansas Corporation Commission), and the county is one of several southwest-Kansas governments that have negotiated property-tax PILOTs with wind developers to backfill the eroding ag-property tax base.

Sublette (population 1,448, the county seat) is the only town with grocery and 24-hour fuel; Satanta to the south and Hugoton (in adjacent Stevens County) carry the remaining services. There is no developed public-land camping inside the county boundary — Cimarron National Grassland in Morton County 60 miles southwest is the closest USFS-managed dispersed-camping public land (108,000 acres, 14-day dispersed permitted along the Santa Fe Trail Auto Tour corridor). For RV travelers crossing US-56 or US-160 east-west, the practical strategy is treat Haskell as a fuel-and-fresh-water stop and stage overnight at Meade State Park (50 miles east in Meade County) or push west to the Cimarron NG dispersed loop. Night-sky quality across the county is exceptional — Bortle 2 zones run across most non-Sublette township sections per recent DarkSky-mapping by the Kansas Association for Conservation.
