Tucson City Code Chapter 20 caps continuous on-street parking at 24 hours in downtown and 72 hours residential, and §11-30 prohibits human habitation of vehicles on public streets and parks. Saguaro NP East Cactus Forest Loop has a strict 8 ft wide / 35 ft long vehicle cap due to corner sweep — Class A drivers over 35 ft must use the visitor center lot. Saguaro NP West Bajada Loop is dirt-graded one-way with mile-marker turnouts limited to 30-ft sites.
The closest serious campground options are Catalina State Park (10 mi N, full hookup loops) and Gilbert Ray Campground (Tucson Mountain Park, 15 mi W, dry-camp). To the east, Mt Lemmon Highway (the General Hitchcock Hwy) climbs from 2,389 ft Tucson to 9,157 ft at the summit through Coronado NF — 27 miles of switchbacks with 30-ft length advisory above Windy Point.
Plan dump and propane in town, base out of Catalina SP or Voyager RV Resort, and time Saguaro NP entries for sunrise to 10 a.m. before basin heat.
When to come
Best: Mid-October through mid-April: average highs 65-82 F, all parks operational, low monsoon risk. Trade-off: Gem Show fills January-February.
Skip: June through early September: basin highs 100-115 F daily, propane appliances stress, asphalt-melt risk for tires sitting on hot pavement.

- Top off propane at U-Haul (1140 E 36th St) or AmeriGas Romero Rd before any Mt Lemmon or Saguaro NP run.

- Confirm Catalina SP, Voyager, or Far Horizons reservation BEFORE driving in; Gem Show window fills 12 months ahead.
- Fuel diesel + DEF at Pilot/Flying J Benson Hwy (3711 E Benson Hwy) before any push east to El Paso or south to Bisbee.
- Plan Saguaro NP East/West loop drives for sunrise to 10 a.m. Apr-Sep to dodge basin heat.
- Park rigs above 35 ft at Saguaro East visitor center lot; over 30 ft at Saguaro West.
- Check NWS Tucson monsoon advisory Jun-Sep before any Sabino Canyon or Mt Lemmon trip.
- Buy Saguaro NP 7-day vehicle pass ($25) or America the Beautiful pass at either visitor center.
The mistake renters make
Driving Mt Lemmon Highway (General Hitchcock Hwy) above Windy Point in a Class A over 30 ft — the switchbacks tighten beyond Hoodoo Vista and there is no turnaround until Summerhaven. Recovery towing from Mt Lemmon switchbacks runs $1,800-$3,500. Most rental contracts exclude towing in posted-advisory mountain roads.
