It is unlawful to park any vehicle overnight in any metered or un-metered space in any town parking lot, or in any metered or un-metered public parking space in any public right-of-way, within the municipal limits of the town.

Hilton Head Island Municipal Code Sec. 12-3-211(g) and (h) (Parking in violation of posted or marked restrictions declared unlawful)
It is unlawful to park any vehicle within the right-of-way of any public road in the town, except in a town-designated, defined and marked parking space and in accordance with posted restrictions. It is also unlawful to park in any public beach access other than in a defined, marked space.
It is unlawful to park any vehicle within the righ-of-way of any public road within the municipal limits of the Town of Hilton Head Island, South Carolina; provided, however, that parking a vehicle in any town designated, defined and marked parking space existing in a public road right-of-way within the municipal limits of the Town of Hilton Head Island, South Carolina, is permitted in accordance with any posted restrcitions or limitations placed by the town.

Hilton Head Island Municipal Code Sec. 12-1-110 (Motor vehicle defined)
For purposes of the town's motor vehicle and traffic chapter, 'motor vehicle' expressly includes motor homes and motorized campers. Included because it forecloses the common argument that a general 'vehicle' rule does not reach an RV. On Hilton Head the code says otherwise in its own definitions, so Sec. 12-3-211's overnight and right-of-way bans apply to motor homes on their face.

Driving or operating any motor vehicle of any kind on the beaches within the town is unlawful, except for government, law enforcement, emergency and permitted vehicles, and small motorized vehicles for qualifying persons with physical handicaps. Settles the beach-driving question definitively for Hilton Head: no. Worth stating because several nearby Atlantic and Gulf beaches do allow permitted vehicle access, and travellers generalise.
