The Boundary Waters Canoe Area Wilderness in Superior National Forest enforces a USFS quota-permit system from May 1 through September 30 for any overnight trip (paddle, motor, hike) and for motorized day trips. Permits are issued per-entry-point on recreation.gov, with fees of $16/adult and $8/child per overnight permit plus a $6 non-refundable reservation fee. Motor horsepower is capped on a per-lake basis — 25 HP on Basswood, Saganaga, Fall, Newton, Moose, Newfound, Sucker, Snowbank, East Bearskin, South Farm, and Trout; 10 HP on Clearwater, North + South Fowl, Seagull (west of Three Mile Island), and Island River. For RV travelers the trip is base-camp + portage: park the rig at Fall Lake, Lake Jeanette, or Birch Lake USFS campgrounds along the Echo Trail / Fernberg Road corridor and paddle into the wilderness from there. Black-fly + mosquito peak runs late May through mid-July; September is the bug-free shoulder.

BWCAW is federally designated Wilderness — no motors above per-lake caps, no mechanized portage, no aircraft landings, no campfire outside established fire grates, and food must be hung or stored in a bear-resistant canister (USFS Superior NF food-storage order). Cell service is unreliable to nonexistent across most of the wilderness; carry a satellite messenger and file a float plan with someone outside the trip.
