Parking ordinances that bite RVs
Recreational vehicles are prohibited from parking in the municipal lots at North Beach, 14th Street and the Strand/South End, regardless of any parking decal or pass. RVs may park on Butler Avenue/Highway 80 north of 14th Street in metered spaces ONLY between November 1 and March 1 each year, provided every space the vehicle occupies is paid for.

What this means for you: The most specific RV rule found anywhere in this region. In season (March 2 to October 31) there is nowhere on Tybee for an RV to park on-street or in the three main beach lots — a decal will not save you. In winter you may use Butler Avenue metered spaces north of 14th Street and must pay for EVERY space the rig spans, not just one. The code's own RV definition is broad and covers motor homes, campervans, travel and camper trailers, fifth wheels, pop-ups and truck campers, and explicitly does not require cooking or restroom facilities.
It is unlawful to camp or sleep on the streets, beaches, parks, parking lots or other public areas, whether in automobiles, trucks, campers, recreational vehicles or other vehicles, or in equipment designed for camping. Such activity is permitted only in public areas specifically set aside and designated for it.

What this means for you: Names campers and recreational vehicles directly and covers beaches and parking lots as well as streets. Charged as a misdemeanor with a fine under Sec. 1-8. Between this and Sec. 66-103(c), Tybee is effectively closed to overnighting outside a licensed campground.
In city public parking lots, absent an official event permit, no person shall cook or prepare food, play excessively loud music, loiter, repetitively cruise, camp or sleep in vehicles, or block passage into and out of the lots or to the beach.

What this means for you: The cooking prohibition is the one that catches RV travellers unaware — running the galley or setting up a grill in a Tybee beach lot is a listed violation even in daylight, quite apart from the sleeping ban.
Regardless of whether parking has been paid for by cash or decal, no vehicle may remain in the same space on an unimproved city right-of-way for more than 48 continuous hours in zoning districts other than C1, C2, NM and NG; after 48 hours it must be moved at least one block away.

What this means for you: 'Unimproved city right-of-way' means the sandy and grassy verges beside Tybee's residential streets — the classic informal RV spot. The relocation requirement is specific: moving forward a few feet does not reset the clock, you must go at least one block.
