Dubuque Code of Ordinances Sec. 10-1-11(D) (Unused and Inoperable Vehicles — Vehicles That Cannot Move Under Their Own Power)
No person may detach a camper, a motorised or vehicle-drawn recreational vehicle, or a trailer of any type from its towing vehicle and leave it standing in any public right-of-way in Dubuque. Unhitching for loading or unloading is allowed for no more than four continuous hours.

Camping in Dubuque is authorised in Miller-Riverview Park in accordance with City policies and procedures, and is prohibited in all other parks, parkways, trails and open spaces unless approved in writing by the City Manager or under a special events permit. This is the rare ordinance that tells you where you CAN go: Miller-Riverview Park on the riverfront is the one city park where camping is authorised. Every other Dubuque park is closed to it.
