Cleveland Codified Ordinances Sec. 337.19 (Parking Recreational Vehicles in a Residential District)
Recreational vehicles — including motor homes, travel trailers, pick-up campers and folding tent trailers — may not be parked anywhere in a residential district, and that prohibition expressly includes the public roadway. The only exceptions are storage inside a closed garage, one RV on a paved rear-yard pad meeting screening rules and a 30 ft length cap, or loading and unloading.

Cleveland Codified Ordinances Sec. 337.19(b)(3) (Parking Recreational Vehicles in a Residential District)
A recreational vehicle may sit in a parking or driveway area on a residential property for loading or unloading, but for no more than 48 hours in any consecutive 21-day period.
A recreational vehicle may be parked in a parking or driveway area anywhere on the premises for loading or unloading purposes for a period of not more than forty-eight (48) hours in any consecutive twenty-one (21) day period.
