On 2 October 1960 Connecticut became the first US state to formally abolish county-level government — Public Act 152 of 1959 dissolved every county commission, every county sheriff's office, and every county courthouse function, devolving all governmental authority to either the 169 municipal town governments or to the state. Windham County since that date has existed only as a geographic, statistical, and judicial-district designation; there is no county seat in the operational sense, no county commission to lobby, and no county.gov web presence. The same model was later partially adopted by Rhode Island and Massachusetts but never as completely. Connecticut Route 169 (the 32-mile Quinebaug Highlands Scenic Byway) is one of just four Connecticut routes on the federal National Scenic Byway list per FHWA designation, running north from Lisbon through historic mill towns — Brooklyn, Pomfret, Woodstock — to the Massachusetts state line, with no overnight RV accommodations along its length per the byway's FHWA corridor management plan.

The route was deliberately preserved by the Last Green Valley National Heritage Corridor designation (which spans 35 towns across northeastern Connecticut and south-central Massachusetts). Mashamoquet Brook State Park west of Pomfret holds eastern Connecticut's only public RV-friendly campground, accepting rigs to 30 ft with no hookups across 55 sites April through September per DEEP reservation calendar. Mansfield Hollow Reservoir on the Natchaug River anchors paddle and canoe access — power-boating is prohibited reservoir-wide per US Army Corps flood-control regulations. Willimantic (population 17,737) is the largest urbanized place and the practical resupply hub.
