St. Louis has a dedicated code chapter authorising the Director of Parks, Recreation and Forestry to operate a facility for the overnight parking of recreational vehicles on the leased state right-of-way under and alongside the Interstate 70 viaduct — the Poplar Street Bridge — on two described parcels in City Blocks 53 and 40, totalling roughly 152,000 sq ft.

What this means for you: St. Louis is one of the few big Midwestern cities whose code contemplates RVs staying overnight at all. Do not treat this as a confirmed open campground — the enabling ordinance is from 1983 and says only that the Director is authorised to operate it. Call Parks and Recreation before you route your trip through it.
The Director is authorised to set and impose a schedule of charges for the RV overnight parking facility, levied in the same manner as for the existing Riverfront Parking lot, of which the facility is an expansion.
