St. Louis Revised Code Sec. 17.80.010 (Parking facility—Area designated), Chapter 17.80 — Overnight Parking of Recreational Vehicles
St. Louis has a dedicated code chapter authorising the Director of Parks, Recreation and Forestry to operate a facility for the overnight parking of recreational vehicles on the leased state right-of-way under and alongside the Interstate 70 viaduct — the Poplar Street Bridge — on two described parcels in City Blocks 53 and 40, totalling roughly 152,000 sq ft.
The Director of Parks, Recreation and Forestry is hereby authorized to operate as a facility for the overnight parking of recreational vehicles and for parking of such other vehicles as may be deemed by the Director to be appropriate for those areas of the right-of-way leased by the City from the state underneath and alongside the viaduct carrying Interstate Route 70, popularly known as the Poplar Street Bridge

Parking rule
St. Louis Revised Code Sec. 17.80.020 (Schedule of charges—Disposition of revenue)
The Director is authorised to set and impose a schedule of charges for the RV overnight parking facility, levied in the same manner as for the existing Riverfront Parking lot, of which the facility is an expansion.
The Director of Parks, Recreation and Forestry is hereby authorized to establish and impose a schedule of charges for the use of this facility, such charges to be established and levied in the same manner as for the existing Riverfront Parking lot, which this facility is an expansion of.
