The NCDOT publishes an actively-maintained Hatteras NC-12 storm and overwash status page; bookmark it before you leave home and again from the rig the morning of any northeasterly.
Cape Hatteras National Seashore (NPS) operates four oceanfront campgrounds — Oregon Inlet, Cape Point, Frisco, Ocracoke — and their seasons are NOT all April-November; Cape Point and Frisco close earlier (around Labor Day) than Oregon Inlet (mid-October), and Ocracoke is the only year-round NPS site.
ORV (off-road vehicle) beach driving requires a Cape Hatteras NPS permit (annual or 10-day, purchased at the Coquina Beach or Ocracoke ranger stations) and most rental contracts prohibit driving the rig itself on sand — read the contract. The Hatteras-Ocracoke ferry (NCDOT, free, ~1 hr crossing) carries a length and weight schedule that the state publishes; 65 ft combined length is the practical Class A + toad cutoff for some midweek runs. Dare County Code Ch. 22 restricts overnight RV parking on county-owned beach access lots, which kills the popular impulse to overnight at a sand-ramp parking field. Plan camping in this order: NPS reservation first via Recreation.gov, KOA Cape Hatteras / Camp Hatteras as commercial fallbacks, never assume you'll find a Walmart inside the National Seashore boundary because there isn't one. Hurricane window is the Atlantic standard but the OBX's storm-surge geometry means even passing storms 200 mi offshore can wash NC-12 — different risk profile than mainland Carolinas.
